Mike Fogden CB, who died on October 10, was a career civil servant who was dedicated to public administration and what it could deliver for people. A wide network of friends and colleagues in this country and overseas will miss the presence and warmth of a man who combined acute policy insight with successful – robust and pragmatic– management of large public sector delivery organisations, in particular, the Employment Service of which he was the first chief executive. Plan early for cutbacks

One of the many interesting contributions to the CIPFA conference came from Philip Hammond, the shadow chief secretary. Referring to the Brown-Cameron spat about cuts or investment he said that, as he went around the country, more and more practitioners were not waiting for new pronouncements from the centre; they understood the necessity for, and the inevitability of, a period of retrenchment and were simply getting on and making their preparations.
